Yup. Just as he used the phrase "the invisible enemy" for months, seemingly referring to the virus, but quite possibly really referring to the deep state, in his "go home" speech he uses carefully chosen language.

The "orderly transition to a new administration" could be in 2025, and the new administration could be anyone, or perhaps the "new administration" is Trump with a different VP.

Listen again with this in mind and you will see that this is not a concession. I don't know that Biden won't be sworn in on the 20th, but I do know this president did not concede.
