To tell you the truth, I don't know. The only thing real in all of this is what has publicly happened and occurred.
Pence and his staff had a major part in Flynn getting canned and arrested.
Trump was been continually surrounded by what has become demonstrated as deep state players. Most recently the DOD and generals telling him that our troops were out of Syria - but they weren't.
His own judicial appointments for the most part over ruling him and refusing to hear his cases. Again the judicial appointments came from the Federalist Society - pre-approved by Mitch McConnell - had a lot of opportunities, but the establishment got their folks in.
I do think that by in large his need for so much tweeting, was trying to get his message out through his own communications staff (blunting his messages and slow walking the output?), which kept turning over - probably trying to find folks who could/would actually perform.
Essentially the Washington DC bureaucracy has been very effective in terms of reining him in. First Flynn, then the Muller probe, then the Impeachment, followed by the Virus which killed the economy and blunted his campaign messaging. Revolving door with DoD Secs, and Sec of States. The Senate came through on Impeachment, but its been close, but in terms of legislation - the House leadership the first two years sucked, and the last 2 years has been Pelosi.
Trump came to DC with out any real support staff who knew their way around, so the deep state helped out to blunt him and tie him down.
Where Trumped shined was with foreign relations where he did his own negotiations.
So, is Pence bad - well, he has not been 100% good. He had been playing his own game - think Ecuador with Julian Assange with getting him out of the embassy and into jail for transfer to the US.
.... I just don't know, and can't tell for sure based on a pretty spotty track record. Pence could have helped out on various appointments - and if he did, they didn't turn out so well.

What you think is going on from what you see and hear is often not accurate. A lot of it is optics.

Trump has his own backchannels and doesn't need Twitter to communicate with his people, only the public.

He's used the Russian collusion hoax, the Flynn case, the impeachment (which he baited them into), and other events to expose and collect evidence against the bad actors. Durham is sitting on most or all of that, waiting to use it in trials. He knew the virus was being planned and took advantage of that as well, possibly even setting up a non-dangerous variant to be released earlier than planned. A lot of the people he's gone through were intentionally allowed to act against him in order to expose them.
I'm too tired to explain my POV in detail, but he's been following a 4 year plan to expose the DS. He's never been in as bad a situation as it seems, even if he's been circled by bad actors. He's always had a window into their comms through the HAMMER, which has been his secret weapon. He also has new-generation spy capabilities that Space Force controls. He's always been five steps ahead. He still is. A number of people are gray hats, possibly including Pence and Graham, working for him from within the DS to save their asses.
