Shot in the neck. Somewhere in the Cervical Spine (arm and hand control). You can see in other videos her arms and hands immediately go into a 'palsy' like state - contorted and twisted. Hopefully she didn't feel much after that shot - it did a lot of damage to her spinal cord most likely. Fragmenting ammunition? Pretty lucky shot if not. The shooter is a coward.

I have a hard time believing the shooter could even see that cop through the doors and the crowd. Occam's Razor tells me that he was probably giving the thumbs up to another cop on the other side of the hallway from the shooter where they would have more direct line of sight. Possibly even to signal that everything was ok on this side since clearly this group of cops was not stressing.

EDIT -- this was clearly after the shooting, so perhaps the shooter moved into line of sight.

Watch all the videos of the shooting. Pay attention to where the shooter was and the angle of view that the DC cop had in relation to where the shooter was.

The shooter was looking through the broken windows of a second set of doors to the left of the first set. The DC cop could see those doors from where he was standing.
