Trump is doing everything by the letter of the law. According to law (1861) before he invokes the Insurrection Act and puts military on the streets he must first immediately order the insurgent to retire to their abode. Since the MAGA crowd was infiltrated with insurgents he simple asked everyone to go home in peace:
