We are dealing with political and social systems hopelessly falling apart. That is a natural process, once complexity of the system overgrowth c&c capacity of the governing contour.
In such situation, you have two options - attempt to patch the rotten sails, or set the new ones. That is not a dictatorship, that is like changing tires - a necessary action to replace disposable components of the system to be fixed.
