For all these states in question: The Constitution trumps any state law restricting them going into session. It is their duty to go into session as the responsible organization for sending a non-fraudulent slate of electors to the Congress.

It's actually getting, pushing, dragging the state legislatures to actually do something. Yes, they have the power, getting them to actually use it, is all thought different.
