Some jets are cloaked, I've heard. The public never sees them on radar.....but they are there.

Yes the transponder "squawk" is switched off amongst other things. An E - 2D "Hawkeye" is now up and on radar tho, which is a very sophisticated airframe orbiting around the mouth of Chesapeake Bay area.
