To understand that question you have to understand the Smith-Mundt Act. It was implemented after WWII when USA saw just how effectively propaganda could be weaponized against a nation. Basically it made it illegal for media companies to disseminate propaganda intended for a foreign audience in the USA.
In 2012 the Smith-Mundt Modernization act was added to the NDAA. Since 2013 it has not only been legal for the media to disseminate propaganda directly to US citizens, but they can also take money from foreign countries to pay for the propaganda.

Just think, if that much effort was placed into creating better lives for us and around the world; the ideas for innovation could be endless. But instead, we are stuck with a bunch of monsters who are greedy beyond imagination. Our lives have turned into a Rich Man's game with so much suffering. The time has come when Americans need to clean out the swamp with bleach.
