I'm pretty sure Pence can choose all of the republican electors from the fraud states, they sent BOTH. The Constitution gives him authority over the proceedings, specifically naming him as the President of the Senate

Pence ONLY gets involved, IF there is a 50-50 type tie in the Senate. Then Pence can break the tie. But even if Pence votes in favor of Trump to break the Senate tie, it doesn't matter, because the House will have already voted in favor of Biden.
But according to these NEW Rules, it really doesn't matter what the Senate does. If the House votes in favor of Biden, the games over already.
New Rules say BOTH houses have to VOTE yes for Trump.

It appears that the "rules" assumes vote by representative and not be state. The constitution calls out vote by state concerning the electors. This is a large difference, in that the republicans control over 25 states.
