You think another country actually paid Hillary the $18 Million bribe? They didn't do it without getting reimbursed by the US govt. Which means we paid for it.

Yes, another possibility. And likely those non-profits received US grants. Or, it came directly from the State Department to the country (who bribed her) via US Aid.
