Personally I would park at Pentagon City Mall and take the Metro. Or even at Reagan National Airport where there should be plenty of parking and you can catch the Metro there. Parking around DC on a work day is going to be very difficult. Both of these locations have food courts and bathrooms so that you can make a stop before you leave for downtown DC. And the trip will be an easy 30-45 minutes into town.

Another fun fact about Pentagon City Mall is that there is a Ritz Carlton attached to the Mall. You can go early, park at the mall (before the commuter crowd hits) and then have a nice breakfast at the Ritz. This way you can wait for the crowds to clear before hopping on the Metro to downtown. It's THE location where the FBI trapped Monica Lewinsky in a hotel room to get her to admit her affair with Bill Clinton. It's also where Marv Albert (sports announcer) was arrested for assaulting a woman (hooker?). That's DC for ya.
