It is a gulfstream aircraft. Gulfstream has its manufacturing plant there. That might be all there is to this

Another military aircraft left Savannah soon after and started circling over the highway going to nearby Fort Stewart. It spent a while just circling where several other highways meet the first highway. Could be tracking something (voting machines?) being transported there.
