That image looks fake.

  • The wall in the background on the right is on a slant while the wall on the left and the picture hanging on it are straight.

  • The 'shadow' of McCain on Steinbart's torso looks more like McCain's left arm, and was overlaid and then washed partially away using using something like GIMP or Krita, with Steinbart showing through on the bottom layer and McCain on the top layer. Easy to do in those programs.

  • The image is of a low enough resolution that you can't make out the cutting around the right side of Steinbart's head and McCain's shoulder, but if you magnify it 1000% you can see the telltale signs where it was cut:

  • Starting at the very top of the image, you can see where a shadow line along the top of the wall on the left suddenly disappears, and a very faint line can be seen going straight down the wall to the top of Steainbart's head.

  • A white ghost background can be seen going around Steinbart's head to his right ear and then around the head of the guy in the background until it reaches McCain's head and disappears. You see the same ghost background along McCain's left shoulder. This is a sign that Steainbart and the guy in the background were cut out of another image and McCain and the rest of the background behind him were overlaid on a second layer.

Anyone familiar with GIMP or Krita software could do this.
