No. Due to Trump's "Red Lining" the Omnibus Bill, CONgress has 45 days to make the changes, or the bill goes into law as is, because it is already signed by Trump.

However, this Congress's session is ending in 2 days: Dec 31.

If the Red Lining items Trump asked for are NOT in the Omnibus Monstrosity by midnight 12/31/2020, the Bill is DEAD!!!

The slate is cleared of all pending bills, and thanks to Trump this is still a pending bill.

New Congress Sworn in on Jan 3rd, 2021 and they have to start all over again.

Also, I guarantee Congress will stay in session until the very moment the new Congress is sworn in to sidestep any recess appointments.
