As I understand it, it is Pence's job to OPEN the certificate envelopes from each state. He then has the 'plenary authority' to accept the contents or reject it. If he rejects the five or six contested states' envelopes, no candidate gets 270 electoral votes and Congress will decide the next President.
Pence's role, in my understanding, is MORE than just ceremonial.

In this case, the members of the House (by State delegation, not individually) will vote for Prez. Republicans hold more states in the House. The Senate will do the same for VP, and again, the Republicans hold more states.
