What you state could possibly be correct. Whenever something like this happens I always look for those symbolic indicators they have used in the past. Owls are one of those symbols. It is like they are leaving a signature. I will have to go back and find the previous operations where HOOTERS was at the scene. I have seen it before but did not at the time make a record of it. Maybe now I will.
My point is that it does not matter if we put any credence to the symbolism - they do. Like pedo symbolism, it is how they send signals to each other. They are not meant for the average person to see - and that is the power they believe it gives them. Having the symbolism in plain sight but unrecognized, they believe we give tacid approval. They don't actually believe that symbols give them power, like casting as spell or whatever. They act like signs or reminders that are meant for others in the know. But I don't think that was the case here. You just chanced on making a connection to other ops where Hooters was used.

Who is 'we'?
The only reason they (the BH) might have used Hooters is because whoever owns or runs Hooters is tied to their group and they needed it as a staging area. The CIA is known to own all kinds of properties and businesses that they frequently use in their ops, placing agents or assets within them as sleepers to be called on when needed. This is more likely the case here, whether it's CIA or some other agency or group.
The alleged bomber was tied to several different properties on that street he lived on. Over the years, the deeds had been passed around to various people within his family and to those women who were associated with him. The shuffling around suggests they might have been owned by the CIA or some other group and used in various ops over the years, using them to give their people residences as part of their false identities/backgrounds during the ops. The same activity can be found in the Sandy Hook case, where properties in Newtown were unexplainably deeded to various people tied to the event. Newtown is said to be a haven for Deep State operatives, where they own a lot of the properties and businesses and use them in their operations when needed.
So I don't think Hooters was meant as a symbol, but was possibly used because of the above.

There are elements within that power structure however that are Satanists and practice dark arts. They are the ones that thrive on the symbolism and think they obtain power from it. They are another thread that runs through the corruption and are an element that is often overlooked. They are all throughout the government - kind of like the CCP.

Let me explain the use of symbols to you. I'm taking this from some notes I compiled when researching occultism, secret societies, mind-control, hypnosis, consciousness, psychic phenomena, etc.:
A symbol is used to encapsulate a deeper meaning that has been associated with it. Symbols are powerful because they can penetrate deep into the psyche and elicit involuntary subconscious responses associated with their meaning. The learned symbol triggers a thought, an emotion, an attitude, a belief, or even an action. The deeper the symbol and its meaning have penetrated into the psyche, the stronger and more certain the reaction will be.
Symbols can have multiple meanings. Very often, a symbol will mean one thing to one group of people, but have a completely different meaning to another group of people. This can cause much confusion or misunderstanding when the differences in meaning aren’t recognized. This confusion or misunderstanding can be used to hide the true intensions of a group of people while misleading another group on the basis of their ignorance.
Symbols are used in secret societies and other occult schools to slowly indoctrinate initiates into the inner (esoteric) beliefs and philosophies of the society, which in the end are usually quite different to the original beliefs and philosophies of the initiate. A system of progressive degrees is used within these secret societies to designate the various levels of indoctrination, and for each progressive degree the meaning of the symbols can be altered or expanded on in order to better reflect the new beliefs and philosophies that are to be learned and adopted by the initiate. In this way, the initiate’s beliefs and philosophies are slowly altered by small degrees to reflect those desired by the secret society.
A symbol that’s seen regularly might not carry any significance and even go unnoticed until a key piece of information is acquired, or a new point of view is thought through, at which point the symbol and its meaning become suddenly obvious and whole new understandings open up and worldviews change.
That covers the basic use of symbols and how they work on the average person. But there's a deeper level that applies to occultism in particular.
When symbols are used by occultists for the power they give them, the symbols act as aids to trigger a certain state of consciousness that the occultist has developed through various mind-control techniques that are built into their rituals and indoctrination processes. When it's well developed, the state of consciousness allows them to tap into their psychic potential, which can actually cause things to happen, from telepathically planting thoughts/ideas into another person's mind, to causing telekinetic phenomena. There is real power in this, but it's much harder to cause controlled telekinetic phenomena than it is to send telepathic thoughts to a person. You'll remember from McGowan's Programmed to Kill that many serial killers were hearing voices telling them to kill. They were likely picking up telepathic messages from whoever was handling them as part of an MKULTRA program.
