You can determine from the video that there wasn't.
If there was, you would see the robot they use to sniff for explosives, as well as the explosives team set up nearby. And those cops wouldn't be casually wandering by.
The video didn't show enough to me to make that determination
The video shows that there was nothing going on around the RV and there were police casually walking past it while it counted down the minutes remaining. It also shows the lack of any other teams there on site, which there would be if there was a bomb squad. It also shows that the fire department was put on stand-by just seconds before the blast, even though they would have already been on site if there was a bomb squad working.
It's the LACK of what should be there that tells us that there was nothing being done at all.
