Data is safe on a blockchain because in order to alter it, an attacker would have to be willing and able to collapse a huge system, probably at a cost of billions. This attacker would also have to have access to multiple nodes in a decentralized system, probably housed in different countries and hosted by different organizations.

Until 2020, this would have made feel safe.

The use of blockchain for voter identification is brilliant and would eliminate the problem with noncitizen voting.

Oh, absolutely. I was thinking more broadly of the concept of digital identity. A blockchain whose lifespan is an election cycle would be excellent. It would be possible to answer challenges: is my vote in there, is it the vote I intended, etc.
