What does invoking the Impoundment Act of 1974 actually mean?

FYI Budget Update

-President Trump just invoked the Impoundment Control Act of 1974 while signing the COVID bill, allowing him to redline areas that must be addressed.

-This sends it back to Congress forcing them to 1) repeal 230, 2) cut out the wasteful spending, 3) add $2k.

-This is a virtually unknown law and has taken Congress by surprise.

-It also signals his intent to invoke other laws in the coming weeks.

-PER FOX: The Senate will start the process that increases checks to $2k, repeals Section 230, starts an investigation into voter fraud, per President Trump's redlines under the Impoundment Control Act of 1974 (which Nixon signed).

Additionally, Congress has promised that Section 230, which so unfairly benefits Big Tech at the expense of the American people, will be reviewed and either be terminated or substantially reformed.

Removing 230 protects site owners from the comments and posts made by users on their site. By removing this provision, if someone posts CP to Poal, the owners would be held responsible.

Basically didn't watch any news yesterday but did hear that POTUS signed the bill. I was fucking disgusted and thought, well, here we go, right back to where we were. For a fleeting moment I was doubting our POTUS. Later it occurred to me that if he's signing this unduckingbelievable waste of tax payer's money bill, that there had to be a reason and a damn good one as to why he would sign it. Now I know. I think, from the way this reads that nothing goes anywhere until congress has dealt with the rescission of the items POTUS has outlined and resubmits the bill for his signature. An I right about this Patriots?
