This airframe appears to be a RC-12 Guardrail variant - that is a SIGINT platform. The reason for the "erratic" racetrack pattern is that when it finds a signal of interest, it alters course in order to position triangulate the source of the signal based on line of bearing (or AOA - angle of arrival).
Wow it must be onto something good! Two hours + and still going.
If you take a look at the underlying map, you will see that they are above Ft Steward, GA (Army 3rd Infantry Div). Good chance that they are on a training mission.

Fighter Jets are always circling in the air above where Trump is, so to prevent them from running out of fuel, a Fuel Tanker circles over head to, to give the fighter jets a refill of fuel. He said the fighter jets can't be seen publicly, and that all this activity over head of where ever Trump is, is standard.
The tanker is over south Florida, while the other airframe is over Ft Steward, Georgia - a separation of about 500 miles. Very little likelihood that these are associated with one another. One is a jet tanker, the other is a prop SIGINT plane, both in a loiter pattern for different purposes.
Lots going on this weekend, obviously.
