Good for him. It's a small stand but it's a stand. If we all did this the cops and health inspectors will rethink who's side they're on and why they've dedicated their lives to the system, not their fellow Americans.
Cops do not have "a job" to violate Constitutional rights which include the right to not have your property tresspassed on without due process which includes warrants, etc.
I support the restaurant owner, but it looked like there was a white plastic barrier by the left front fender of the health inspector's car. Why didn't they just move the barrier?

The restaurant owner should have demanded the police remove the inspector from the property as a trespasser, and not to come back until he has a warrant.
This is why people say there's no political solution, because they won't let you solve this politically.
