Most plausible explanation...but I still feel some deal was cut with Bush Jr., Barr and Trump and that anything Barr did with the Mueller report that was good was part of that deal. He fulfilled his part of the bargain and doesn't seem willing to do much more. His past with CIA drug and gun running is shady and I don't believe he is a willing white hat.
