The story is based on the writer's predilections, not facts.
Special bonus: The supposed DEW trail started at the RV and projected out from it. Looks more like the trail of a trajected object. The smoke plume from the RV that came immediately after follows the same trajectory, indicating that was the trajectory of the blast. DEW trails are solid lines from point of origin to target. That's not what we see here.

I think it's a psyop.
The fact that it was set up to not harm anyone leads me to think it was white hats.
In that case, I think it might have been a diversion from another op nearby.
AT&T or that other place, or both.
Also possibly to temporarily shut down the AT&T hub site for whatever reason.
But that could part of the diversion too.
The more confusion, the more effective the psyop.
