I think it's a psyop. The fact that it was set up to not harm anyone leads me to think it was white hats. In that case, I think it might have been a diversion from another op nearby. AT&T or that other place, or both. Also possibly to temporarily shut down the AT&T hub site for whatever reason. But that could part of the diversion too. The more confusion, the more effective the psyop. Nothing I suggest is my absolute belief (except that it's a psyop). Just thinking out loud. Lots of other possibilities......
