As far as military being the only way that doesn't necessarily mean a physical presence in our cities and towns. It could just mean something as simple as MI watching and recording everything in real time in order to prove the crimes committed. This would be true if DoJ, FBI, and judiciary are all compromised. It would also allow the commander in chief to direct and respond to the situation without any leaks. It would also mean congress or the senate wouldn't be able to interfere in any such operation. This is the same as Potus responding to civil unrest by using officers from several different federal agencies without using the national guard, which he did. He had them all fooled. New people at DoD, new AG, new deputy AG, it could all come together very nicely.
