I've heard that is part of what's in the omnibus bill, which is attached to the covid relief bill.
They snuck it in and if Trump signs it....no more Insurrection Act.
Plus it's also prevents challenging 230 and his ability to veto the NDAA.
They are not about to discuss that ... So they are letting us know more about the foreign funding... Which it has other reasons, and has ALWAYS been in the the Bill's passed for government budgeting. It's actually nothing new.
