The rail by my workplace has a washed out bed in one spot and so much muck in another the max speed is pretty much dead slow. Road maintenance refuses to fix it, they just go lol go slow.

The lack of maintenance. My neighbor for several years did railroad maintenance. They stayed busy. Another thing is the RR companh may not out enough funding towards maintenance. Someones pockets ars full.
And it lends to availability. Then 3 in one close span is outside of normal. 3 in different states sould be suspect much less 3 in one state.
