It's not the Batman building but it is the old Bell South building that still contains a crap ton of the hard wire infrastructure of AT&T's network there is a significant portion of the AT&T network down right now in middle Tennessee
Yes. AT&T has offices there and obviously equipment serving a large part of TN, but that building is a commercial building with 9 tenants, including the State of TN.
And a beer distributor. Kek.

Occupied or not, there are other businesses maintaining an address there. Its a for rent commercial building. Memeology is pointing out that the google street view has part of that building blurred, indicating that it may be an NSA facility.
Edit. I looked and I don't see anything blurred.
