I haven't noticed that with my browser. After up voting and getting the blue uparrow, try refreshing your screen. The updated vote count should display. My browser usually shows the updated vote count on its own within a second. Alternate possibility, you may have already up voted the post or comment, in which case it won't let you up vote it a 2nd time.
