As they divvy up leases in our oceans for oil drilling they actually don't pull oil from for decades and some never yet as of today. They're just doing the real estate game in the oceans for oil, the oil companies.
Take that concept to space working up there like taking over real estate on land only it is in space with foreign countries and there are no boundaries.

I could see them looking for metals on the moon but not sure if it has oil. Supposedly they hit it with a missiles years ago and it rang like a bell. It is hollow.
