I think the majority of that comes straight back to the politicians pockets. They can label it whatever... It doesn't matter.

From what I've seen, at minimum of 10% of foreign grants seem to find their way back to the Dem party. Much of this relief bill will be a direct cash injection to the perpetrators of the shutdown.
