Those are generated in RTR (Results Tally and Reporting) which is part of Democracy Suite. In order to get a file from RTR, which is supposed to be on a private airgapped network, to your county website, you pretty much have to use a USB drive. In fact in the place where I worked, I had to generate an additional XML report that we uploaded to the State Board.
