I think the Tweet says:

Something big is coming. The Spanish software company Scytl, which offers election manipulation software worldwide that was used in the USA, is right in the crosshairs.

The server for the manipulation was in Germany (Frankfurt). Shamed be he who thinks evil of it. Tonight the US army confiscated the surfers with a huge contingent.

I think the word Schlem should have been Schelm which means Knave but the expression is idiomatic. Meanings of: "Ein Schelm wer böses dabei denkt." include "Shamed be he who thinks evil of it." and "Evil to him who evil thinks."

I used to get excited and hopefull by following your post. Nothing seems to pan out. Im losing hope. Im going to bed. Kinda hope for a mushroom cloud tonight. Ill try again tommorrow. Somebody please "Change My Mind"
