One possible strategy that may have been in play the whole time is to keep enemies close and allow them to always think they have the upper hand with a solid safety net while you monitor them over multiple years to catch them in crimes, trace communication channels, uncover the sleepers and leakers, and identify the real masters. Then when you have enough undeniable evidence of crimes, sedition, treason, etc., see who leaves or just rip them out by firing or forced resignation; eliminate their power and replace them with a desired and prepared A-team before striking fast and hard to round up all the bad actors.
