The watermark is detectable under 640nm wavelength and also the individual printers of the ballots have the same micro dot signature so fraudulent ballots will be easy to detect and investigate. There are going to be so many different types of watermarks.
The truth is that forensically sufficient patterns of microdots are absolutely embedded in every printer ANYWAYS. That is before you have any anti-counterfeiting measures.
What Steve is saying is that there is a QFD code that makes them all unique and forensically easier to track. Just keep in mind there are different ballots for every city in the country. They all have slightly different safety measures, as far as I know.
What DHS is saying, is that they have required every city to meet certain standards so that they can use their forensic process. How much interface did every city have with DHS? I don't know. They probably all relied on the contractors printing the ballots who probably did large swathes of the country between a handful of printers. In practice, DHS could have merely oversaw or infiltrated these handful of printers. This would make it virtually impossible for clandestine printers to make ballots that could be used in fraud.
However, there are several types of fraud that the anti-counterfeiting measures don't protect against; such as stealing someone's authentic ballot and changing the vote, or flat out buying votes, or busing people to different polling stations.
This is why the the Democrats had to mail everyone authentic ballots so that they were just absolutely everywhere.
I think Al Gore held out until Dec 13th.

Digital warriors would do well to help compare voter roles to SS records and ancestry.com and obituaries. A lot of dead people voted and all dead people voted for Joe. Every declined Biden vote would do it. This is seriously a question of how much work Patriots are willing to put in. That's what this battle has always been about and always will be about.
