As far as I know, CISA, itself, does not involve itself in making these watermarks. If they did, that would be quite a slam dunk against voting fraud.
CISA is currently very embattled, as well, politically. DISA just had a new director installed by a Republican Senate. I wouldn't count on either of these agencies to act, as it does not appear to be their mission.
Edit: CISA is under the purview of DHS, which is actively investigating electoral fraud. They do seem to be using these measures to identify fraud. I'd be cautious about expectations, however.
