Trump did say that if he was elected he would make NYC Great again.

How in the world could Trump do that, without taking control of NYC?

Trump could take control easily and restore Law and Order in these cities via Martial Law, invoking the Insurrection Act. All 50 states have declared that they are in a State of Emergency, last March/April, remember? That gives Trump carte blanche to take them over.
