It looks like it. Q is pointing out that all these political figures (listed) were compromised due to their involvement in pedophilia, and thus were being black mailed. If you are blackmailed, you can be "controlled" by the Deep State. If you are squeaky clean, you can't be black mailed, and thus you can not be a "controlled politician", and so the doors of power are closed to you. Therein is how our country has been run. And Therein is why this country has been going to hell in a hand-basket. But things are changing. The Pedos have been exposed and charged for their crimes, and run out of office. Q post 15 may be another explanation as to why it has taken so long to arrest these people. The Satanic pedophiles needed to be eliminated through attrition to prevent a catastrophic national security event. If 70% of our government was arrested, our enemies would see it as a opportunity to strike. We could never give our enemies the impression that we were vulnerable. If 70% of the government was arrested the chaos that ensued would make it difficult to defend our nation. These pedophile are walking away, not pursuing re-election, being replaced by the electoral process. This is called draining the swamp.
