If I'm understanding this correctly, there is a term for this, its called "silos" in business management terms. Think of a silo next to a big barn out in the country. That tall cylindrical thing, usually silver color or white in contrast to the big red bard, which is filled with feed for the animals on the farm.

When a company is "silo'ed" that means that you have a lot of operations going on in different places, and they communicate fine within their own silo, but they do NOT communicate with other parts of the organization. Its like they are in their own little worlds. Silos end up resulting in a lot of waste. Overlaps of two depts doing the same thing (redundancies) and GAPS where vital things are falling between the cracks. The root cause is hierarchy infrastructure weaknesses, in this case unnecessary compartmentalization. The solution is re-arranging infrastructure so there is less "silo'ing" and more cross communication to eliminate redundancies (waste) and addressing things that are falling between the cracks that everyone "assumes" someone else is doing, but in fact no is doing at all....also resulting is waste/losses. But in this case, it sounds like they need a professional Project Manager(s) heading up these projects that the attorneys all have to dial into "project meetings" to make sure everyone is on the same page. And if someone needs something, the help is on the conference call line.

OK, given that background, I think the author, Sundance, is saying that is what is going on in the 50+ FBI/DOJ offices. They don't compare notes with each other. One office might have the critical evidence to make an arrest, but to them it seems irrelevant, because they are working on a different case, or from a different angle. Meanwhile another office, dept or group is desperately looking for this type of evidence that pulls their case together, but don't have it, and don't know where to look for it.

Sundance is saying that because the FBI/DOJ offices, groups are too compartmentalized they are not confident they have air tight cases put together yet. Air Tight Cases are absolutely key, because due to Double Jeopardy laws, one can only be tried ONCE, and if you don't nail them sufficiently, they get off scott free, and can never be tried again.

The root problem is most likely a lack of communication between the silo groups/offices.

They are saying that We, Q followers and long time Truthers know more and have more of a complete picture than some of these DOJ/FBI groups putting the cases together.

Q has always said "We Have it ALL". Yeah, but are the thousands of people working on these cases in different offices in different cities and states, SHARING with others all that they have?

So I think Sundance, whoever he is, is claiming that he has pulled together what these people need to know and has handed it to the DOJ.

The DOJ/FBI better learn how to run a "Project", including conference call meetings with everyone involved to ensure all gaps are identified and addressed. Maybe hire a real live Professional Project Manager, with lots of experience getting all parties to the table, identifying "issues", documenting them and assigning responsibilities to research and resolve all the issues.
