I agree with Jim's assessment, with one slight correction: The "suspects" who actually did the kidnapping were one of the (Podesta Brothers) who were seen at/near Madeline's apartment carrying a small little girl at the time of the abduction and a composite drawn of his face, matches the Podesta Brothers perfectly:

Her observed nervousness (noticed by witnesses) because she didn't expect so big of a media frenzy over the abduction of just one child.
