US Senators represent their states interests when it comes to Federal policy. Do you really think she has any power at all over the Minneapolis police department, one of 853 cities in the state of Minnesota? Why are you not calling out the Minneapolis police chief, the Minneapolis city council, the Minneapolis mayor, the Minnesota state legislature, or the Minnesota governor, the people that have actual power over policy and laws in the city of Minneapolis and the state of Minnesota?

I have no love for Klobuchar, but you need to learn a lot about the political structure in the US.
