The purpose of the scam is to funnel 'public' funds to a small group of powerful people. This is why they want big government - because big government means more tax money into public coffers that can then be stolen. It is not that they love communism or socialism - but a high-tax system provides more revenues to be pilfered. 2. There isn't one single person who controls it all - it is a group of parasites who depend on each other's work to keep the scam going. Multiple facets are involved - facilitating the control (political, religious, martial) that enforces "laws" upon the powerless, enables more and more predatory revenue generation, uses blackmail and murder to influence policy, etc. 3. The CIA and other black-ops in various countries are the hidden tools that can make things happen quietly - because they are not accountable to public scrutiny, they can get certain things done without much noise. Their power comes from this - individuals within (like Brennan) can use this power to whatever purpose they personally desire, as long as they continue to "get the job done" for the various players in the big scam. So, to answer your question, getting paid directly is not the point - power is the currency, and it can be turned into dollars whenever needed.
