"redactuer en chef" means Chief Editor when translated. (or Editor-In-Chief directly.)

It is interesting that redacteur in French and Redact in english both come from the same latin root meaning to change, but one is edit and the other is censor.

A franc was usually around $0.25 in the 80s, so $1250.00, which doesn't seem outrageous for a machine at the time, unless you did mean 50,000 which would have been impossible for anyone to afford. (edit: did find the ad for 4997F, which seems right.)
