I hire these people. What is really going on here is resume padding. Everyone wants to advertise they have the latest technology on their resume so they can up their rates. Personally, I don't use any javascript frameworks because they're nothing but bloat wear. Even JQuery. It only offers an alternative to the built in functionality of standard javascript. Nothing more. Angular, same thing. If I need angular functionality, I write the same syntax and implement it using plain javascript. It's not hard. Native javascript does everything, you don't need frameworks. You just need to understand how plain javascript works. When I look at resumes and see a dozen or more frameworks represented, I pass and go for the person who has fewer frameworks listed because I know he'll not waste my time learning new frameworks. I could go on and on.
