It's pretty simple. "Intelligence" in the context of what people are attempting to achieve is referencing human intelligence. Artificial Intelligence in this context would be replicating intelligence exactly the same as humans. The general consensus is that we have only scratched the surface in this arena. With this in mind, we have only simulated what we are trying to achieve.

I see. You define intelligence as the domain of humans, and anything that falls short of that you call simulated intelligence.
