Yes, you can either use an infrared one, or an ultraviolet one to be invisible to the human eye. They are exceptionally more dangerous because of this, and you'll find them quite a bit more difficult to aim for the same reason. Some cameras can filter specific wavelengths, so for best results try to stick within the visible range or run an infrared coupled with an ultraviolet.
Also, you'll need a much higher output than 1mw to destroy the CCD. The greater the distance, the more power you'll need due to divergence.
