I've never tried the spray. There used to be a "clear" license plate frame available that only allowed the plate to be seen and readable if you are perfectly perpendicular to the plate, the view was distorted from any other angle. I think the states outlawed them IIRC.

It's illegal in some states on plates (AZ). I don't know how well it would work. I see stuff going both ways.

If somebody took the time to make it illegal, it must be at least somewhat effective.
