A perfectly legal way is to deeply recess the plate in a tight area. Cameras cant see around corners.

There are laws dictating plate position so check locally. I have yet to find one that dictates plate side visibility.

I've never tried the spray. There used to be a "clear" license plate frame available that only allowed the plate to be seen and readable if you are perfectly perpendicular to the plate, the view was distorted from any other angle. I think the states outlawed them IIRC.

It's illegal in some states on plates (AZ). I don't know how well it would work. I see stuff going both ways.

If somebody took the time to make it illegal, it must be at least somewhat effective.

I don't know how well it works but I have been following license plate shielding technology for a few years and this was the first thing that popped in my head after reading your question.

If a vehicle is traveling faster than 93 mph, current tech tollway plate readers cannot read it.
