One does not "REQUEST" a stay.
One "MOTIONS" for a stay.
Requests are handled by the court clerk.
Motions are handled by the judge assigned to the case.
And a stay would be appropriate if an upper court is examining the same legal question .. it would be a waste of the lower court's time and the parties time to litigate something that will be decided by a higher court.
A motion for a stay is not an extraordinary motion; if filed frivolously for the purpose of delay then there can be serious sanctions levied against the party requesting it.
If the OP can tell me why he thinks the stay should or should be granted then I would like that.
