Strictly control legal immigration for high skilled, culturally compatible people (Europe), others may be able to get temporary visas but not citizenship, end birthright citizenship, Illegal immigrants are deported immediately on discovery and their belongings seized, no 10 year backlog of immigration courts ran by jews, knowingly hiring illegals (or willfully ignoring them) gets you harshly punished ranging from fines to asset seizure of both the company and executives, to jail time**, actively aiding illegal immigration (See Jewish NGOs busing squatemalans to the border) is treated as treason (aiding a foreign invader) and punished with severe jail sentences or in extreme situations execution. Also welfare is obviously for citizens only, giving it out to foreigners is self defeating because they'll tax the system to death. Welfare as implemented by Natsoc Germany is a temporary safety net for your people who have fallen on hard times, not something for leeches to live off of forever.
There are lots of ways they receive welfare without direct aid. Health care is the most major one. Access to a hospital when you aren't able to pay is welfare. You would have to reform hospitals.
Then reform the hospitals, that's just one more thing to add to the list.
